Appeal from a judgment of the district court in favor of plaintiff, hereinafter referred to as the city.
On March 6,1916, the city council of St. Paul approved specifications for automatic type parking meters to be purchased by and installed for the city. It authorized the city’s purchasing agent to advertise for bids for furnishing and installing 1,070 parking meters, subject to the right of the city to increase the number up to.,15 percent at the same price.
