FLAHERTY, Judge.

The West Perry School District (District) appeals from an order of the Court of Common Pleas of Perry County (trial court) which affirmed a decision and order of the Pennsylvania Labor Relations Board (Board) which held that maintenance and custodial employees share a sufficient identifiable community of interest with the rank and file cafeteria employees to be included together in the same bargaining unit. The Board also determined that the cafeteria managers are not supervisory and, therefore, are not excluded from the bargaining unit with the rank and file cafeteria…
