PELLEGRINI, Judge.
Thomas A. Darlington (Darlington) appeals from an order of the Court of Common Pleas of Chester County which sustained the preliminary objections filed by the County of Chester (County) and dismissed Darlington’s second amended petition for appointment of a Board of View.
Darlington is the owner of six tax parcels of real estate containing sixteen commercial properties, all of which are located on one block in the Borough of West Chester (Borough).
