This appeal involves certain procedural sections of Title VII of the Civil Rights Act of 1964, 1 which provide the following. A complaint of racial discrimination in employment must be filed with the Equal Employment Opportunities Commission (EEOC) within 90 days after the alleged unlawful act. 2 The Commission must investigate the complaint and determine whether there is reasonable cause to believe that Title VII was violated.
