This is a petition for mandamus, filed in this court on January 19, 1891, by the “Illinois Watch Case Company” against the Secretary of State, alleging, in substance, that, while it was engaged in taking such steps for the change of its name to the “Elgin Watch Case Company” as are required by the statutes of this State, certain persons, towit: John M. Cutter, J. H. Moore and J. A.
