This was a petition for a mandamus, filed in this court by relator against the auditor, to compel him to draw his warrant on the treasurer, for the contract price of 1,000 reams of printing paper, sold and delivered by petitioner, to the State, and the treasurer to pay the same, and the secretary of State, to compel him to receive 1,000 reams of paper contracted to be delivered. It is alleged that the secretary of State, in accordance with the statute, advertised for bids to furnish 2,000 reams of printing paper for the use of the State.
