Plaintiff, Richard J. Sedor, who is mentally handicapped, alleges that defendant discriminated against him by discharging him from employment in violation of the Rehabilitation Act of 1973 (“Act”), 29 U.S.C. § 794. Defendant, the Postmaster General, moves for summary judgment. Facts
