Special act No. 579 of the Acts of 1923 is an act entitled “An act to create a stock district within certain boundaries in Independence County.” The act was not to become effective until it had . been first approved by a majority of the landowners at an election to be held for the purpose of ascertaining their will. An election was held under the provisions of the act, and a majority of the persons owning land in the district voted in favor of the creation of the district as shown by the proclamation of the county board of election commissioners attested by the county judge of Independence…
