GORDON, Justice:

In the first part of 1976, the Attorney General initiated an investigation of Bill J. Herndon, d. b. a. American Indian Jewelry, to determine whether his sales and advertising practices violated the Consumer Fraud Act A.R.S. § 44-1521 et seq. To aid his investigations under the Act, the Attorney General is empowered to engage in extensive pre-complaint discovery if he has reasonable cause to believe that the investigated party has violated the act.
