This is a suit to prevent the defendant, Warmsprings Irrigation District, and Stanley Mallett, water master of Malheur county, Oregon, from depriving the plaintiffs of the full use of the water right decreed to them. The parties are appropriators of water from the Malheur river, a perennial stream, the south fork of which heads in Harney county, to the southeast of Crane, from whence it flows toward Riverside in Malheur county, where the middle fork joins.
