Plaintiffs International Counsel Bureau and Pillsbury, Winthrop, Shaw, Pittman, LLP (collectively, “ICB”) bring this action against the United States Central Intelligence Agency (“CIA” or “the Agency”) and others, pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. 552 et seq., seeking records pertaining to four individuals allegedly detained (or previously detained) at Guantanamo Bay Naval Base, Cuba.
