It is alleged in the bill that prior to December,- 1882, the Evansville Telephone Exchange was organized under the laws of the state of Indiana “for the purpose of conducting a telephone business in the city of Evansville, Indiana”; that on December 11, 1882," said Evansville Telephone Exchange made application to the common council of the city of Evansville for a permission or grant to occupy the streets, alleys, and public places.in. the city in. order to erect'its poles and string its wires for use in its telephone system, and on December 28, 1882, an ordinance was…
