The appellant, Vietnam-era veteran Paul E. Booth, appeals a May 18, 1994, Board of Veterans’ Appeals (BVA or Board) decision finding that new and material evidence had not been submitted to reopen a claim for service connection for post-traumatic stress disorder (PTSD).
