This case presents a difficult question of first impression regarding the judiciary’s authority to review settlement agreements between the Department of Labor (“Department”) and a federal employees’ union resolving charges of unfair election procedures. Although it is well established that the Department’s enforcement of analogous *172private sector laws is subject to some judicial scrutiny, we have not previously examined the judicial role in reviewing enforcement of standards governing public sector labor organizations.
