WEBB, District Judge.

Before the court is the defendants’ motion to dismiss for lack of personal and subject matter jurisdiction.

Background

In June of 1986 the plaintiff, Anthony Norling, worked as a cement truck driver for the defendants, Valley Contracting and Pre-Mix, a construction subcontractor and cement vendor engaged in a federal construction project at the Grand Forks Air Force Base.
