MEMORANDUM OPINION

EATON, Judge:

This matter is before the court on the Motion for a Preliminary Injunction and Judgment on the Agency Record 1 of plaintiff International Custom Products, Inc. (“ICP”), and the Motion to Dismiss of defendant United States. By its motion, plaintiff asks the court to (1) grant specified relief with respect to any future entries of its merchandise and (2) grant it attorney’s fees and other costs. Defendant asks that plaintiff’s motion be denied and makes its own motion to dismiss for mootness and lack of a justiciable controversy. For the reasons set forth below,…
