The dispositive issue in this appeal is whether the plaintiff, the Connecticut Humane Society (society), is a public agency within the meaning of *758General Statutes § 1-18a (a).1 We conclude that the society is not a public agency and accordingly affirm the judgment of the trial court.

The material facts are as follows.
