— The only question which we are called upon to determine in this case, in considering the merits, is as to the proper venue of an action questioning the decision of the State Appeal Board; and this ,seems to be so important that the question as to the method or procedure of presenting it to this court will not be considered. By this ,we mean that we do not approve of presenting a question qf this kind in certiorari. Morrison v. Patterson, 221 Iowa 883, 267 N.
