ORDER

Lawrence J. Genoa, represented by counsel, appeals a district court judgment dismissing his habeas corpus petition filed under 28 U.S.C. § 2241. The parties have expressly waived oral argument, and this panel unanimously agrees that oral argument is not needed. Fed. R.App. P. 34(a).

In October 1989, a jury convicted Genoa in the United States District Court for the Eastern District of Michigan of conspiracy to distribute cocaine in violation of 21 U.S.C. § 846, and possession with intent to distribute cocaine in violation of 21 U.S.C. § 841(a)(1). Genoa did not appear for sentencing.…
