OPINION AND ORDER
BLOCK, Judge.
General Matthew B. Ridgway once observed that, “what throws you in combat is rarely the fact that your tactical scheme was wrong ... but that you failed to think through the hard cold facts of logistics.”1 This is especially true for the United States Air Forces (“USAF”). For example, the few hundred aviators and ground special forces who initially engaged the Taliban and al Qae-da were the “teeth” in the recent Afghanistan campaign.
