James M. Lewis, the pro se plaintiff in this civil case, seeks injunctive and declaratory relief under the Administrative Procedure Act (“APA”), 5 U.S.C. §§ 701-706 (2006) and 28 U.S.C. § 1331 (2006), alleging that the Secretary of the Navy (the “Secretary”), the Board for Correction of Naval Records (the “Board”), and W.
