MEMORANDUM

PRATTER, District Judge.

Esurance Insurance Services asks the Court to determine whether Defendant Roseanne Weber is entitled to liability benefits to compensate her for injuries she sustained in a two-car accident that took place in Pennsylvania involving her husband Gary Weber (the driver of the car in which Ms. Weber was a passenger) and Gina Finio, the driver of the other car.1 *354Esurance argues that a family member exclusion clause in the Webers’ insurance agreement bars coverage, but the Webers argue that Pennsylvania law mandates coverage for Ms. Weber.
