Sess., c. 1, as amended in 1940, Acts 1940, c. 192, Section 4506b-l et seq., Statutes Supplements 1939, 1941, and its effect on the rights of teachers retired under provisions of Chapter 129 of the Acts of 1912, which established a pension system for the public schools of Louisville.
