Affirming in part and reversing in part.

The Kentucky Unemployment Compensation Act (hereinafter referred to as “the Act”) enacted at the 4th Extraordinary session of the 1936 General Assembly, c. 7, repealed and re-enacted by Chapter 50 of the Act of 1938, now appearing in the Kentucky Statutes Supp. 1939 as sections 4748g-l et seq. and as amended by the 1940 General Assembly, sets up a comprehensive plan for providing unemployment benefits to workers in covered employment.
