The question presented for onr determination is the constitutionality of an act passed at the Begnlar, 1942, Session of the G-eneral Assembly of Kentucky, known as House Bill 129, which reads:
“An Act relating to the transfer out of interest in the Unemployment Trust Fund, and declaring an emergency.
“Be it enacted by the General Assembly of the Commonwealth of Ky.
“The Kentucky Unemployment Compensation Commission shall, notwithstanding any other provisions of law, authorize and direct the Secretary of the Treasury of the United States to transfer to…
