This appeal is taken by the government from a judgment in favor of the petitioners, Julia A. O’Brien (formerly Julia Jennings Cartier) individually and as guardian of William Lewis Gaither Cartier, Jr., Virginia Ruth Cartier, and Jacques Cartier. These petitioners below, appellees here, are the beneficiaries of a war risk insurance policy issued by the government to William L. G. Cartier, who had served in the United States Navy. The policy was admittedly in force up to March 1, 1921, and the petitioners have brought suit alleging that the insured had died on or about…
