This controversy comes to us on an application for a writ of mandamus. Richard and Roger -, minors, by their mother and next friend --, filed a petition in the Jackson County Circuit Court, seeking a declaratory judgment declaring that Sgt. -, defendant, a nonresident of Missouri and a member of the United States Armed Forces, stationed in Maryland, is the natural father of Richard and Roger.
