Plaintiff Annette Caussade brought this action against the United States of America (the “Government”) under the Federal Tort *627Claims Act, 28 U.S.C. §§ 1346(b), 2671-80, alleging negligence. Complaint, filed June 19, 2012 (Docket # 1). The Government has moved to dismiss this action under Rules 16(f), 37(b)-(d), and 41(b) of the Federal Rules of Civil Procedure (“Fed. R. Civ.
