The power of the Legislature to authorize the issuance of nontaxable bonds of the State is again brought in question by this proceeding, wherein the complainants, as citizens and taxpayers, seek to restrain the funding board of the State from offering for sale or disposing of the *352Victory Bonds authorized by the provisions of chapter 122 of the Public Acts of 1919, as tax-free securities authorized by the provisions of chapter 114 of the Public Acts of 1919.
