The Director of the Division of Employment Security (director) appeals from a judgment of a District Court judge “annulling” a decision of the board of review of the division (board) which held that the plaintiff, Kenneth J. Silva, was an employer within the meaning of G. L. c. 151A, § 2,2 *610and that the services performed by one Gilbert Pacheco on the boat owned by the plaintiff constituted employment.
