The Wisconsin Public Service Commission appeals from an order dismissing its complaint against Wisconsin Bell, Inc., d/b/a Ameritech Wisconsin. The commission sued Ameritech to recover forfeitures from the company, and also to recover damages on behalf of individual Ameritech consumers, on the basis of the commission's allegations that Ameritech violated various service quality standards set forth in chapter 196, Stats., and related provisions of the Wisconsin Administrative Code.
