According to petitioner’s petition for a writ of mandate in the court below, he had been an employee of respondent Department of Water and Power, hereinafter referred to as department, of respondent city of Los Angeles since 1922. He had attained civil service status pursuant to the charter of the city. On August 12, 1943, there was served upon him a notice of suspension from his position.
