Plaintiffs, several major oil corporations, instituted this lawsuit on January 22, 1981, against the United States Department of Energy, the Secretary of Energy, the Administrator of Economic Regulatory Administration, and the Director of the Office of Hearings and Appeals. On December 1, 1982, the 341 Tract Unit of the Citronelle Field (“Citronelle”) was permitted to intervene as a defendant. (Doc. 45).
