Justice EAKIN.

This Court granted review to determine whether an order denying petitions to change a family goal from reunification to adoption and to terminate parental rights is final, and therefore appealable.

This family came to the attention of York County Children and Youth Services (CYS) because Mother and her two children were living in a motel room. Mother consented to the children’s placement with CYS; they were adjudicated dependent September 23, 1999, and placed in foster care.
