OPINION
RODNEY BERNARD, Jr., Bankruptcy Judge.
This matter comes before the court on motion of the United States on behalf of the Maritime Administration of the Department of Transportation [MARAD]. MAR-AD seeks a determination that it has a security interest in the accounts receivable generated by several of the debtor’s vessels. MARAD bases its claim on a preferred fleet mortgage which it holds on those vessels. The parties stipulate that if such a security interest does exist, the debtor will be obliged to provide MARAD with adequate protection. Upon the agreement of the parties, no hearing…
