This is a suit in which the plaintiffs pray for a decree declaring invalid a certificate issued by the chief engineer of the defendant which determined the several quantities of materials excavated by them under a contract with the defendant, and also pray the court to adjudicate the amount due them for their work. The complaint alleges a contract wherein the plaintiffs undertook to construct the right of way for a logging railroad.
