SYKES, Circuit Judge.

Gary Engel was convicted in 1991 in Missouri state court for a drug-related kidnapping and was sentenced to 90 years in prison. In 2010 the Missouri Supreme Court vacated the conviction based on the State’s failure to disclose exculpatory evidence — specifically, that a police investigator had paid a key witness to testify — thus violating Engel’s due-process rights under Brady v. Maryland, 373 U.S. 83, 83 S.Ct. 1194, 10 L.Ed.2d 215 (1963). See State ex rel. Engel v. Dormire, 304 S.W.3d 120, 127-30 (Mo.2010) (en banc). The State declined to retry Engel, and he was…
