This case raises the single question whether territory acquired by the United States by cession from a foreign power remains a “ foreign country ” within the meaning of the tariff laws.

Did the question of jurisdiction raised by the demurrer involve only the jurisdiction of the Circuit Court as a Federal court, we should be obliged to say that the defendant was not in a position to make this claim, since the case was removed to the Federal court upon his own petition.
