CLARIE, Chief District Judge.
The plaintiff, Carino, 1 challenges the constitutionality of Conn.Gen.Stat. § 54-163 (Rev.1975), which is part of Connecticut’s codification of the Uniform Criminal Extradition Act. He claims that his fourth amendment rights will be violated if the Governor of Connecticut, pursuant to § 54-163, signs a warrant authorizing his arrest and ultimate extradition to New Jersey on criminal charges.
