OPINION AND ORDER
LETTOW, Judge.
In 1997, plaintiff Maurice Sykes was convicted in the District of Columbia Superior Court of first-degree felony murder while armed. Following denial by the trial court of motions for post-conviction relief, his conviction was reversed by the Distinct of Columbia Court of Appeals on grounds that permitted his retrial. See Sykes v. United States, 897 A.2d 769 (D.C.2006). He was not, however, retried. He subsequently filed an application for a certificate of innocence from the District of Columbia Superior Court but that application was denied on February 9, 2012.…
