Valley View Convalescent Home (Home) appeals a Superior Court judgment affirming revocation of its nursing home license and medicaid certification by the Department of Social and Health Services (Department). We reverse and dismiss because of the Department's failure to follow statutory procedure. RCW 34.04.130(6)(c).
