The complainant brings this action to enjoin the city of Covington and its officers from assessing and collecting for municipal purposes the taxation on its shares of capital *524stock provided for in the act of the general assembly of Kentucky approved March 21, 1900, entitled “An act relating to the taxation-of shares of stock of national banks,” which is as follows:
