MEMORANDUM
CLIFFORD SCOTT GREEN, District Judge.
This case arose out of a controversy surrounding the proposed construction of a roller rink by plaintiff Victor Riccobono on property he owns in the Blue Bell area of Whitpain Township (the “Township”). Plaintiff has sued the Township, various Township officials, two private civic associations and certain of the associations’ mem bers for alleged violations of his civil rights. 1
