MEMORANDUM OF DECISION
KRAVITZ, District Judge.
Plaintiffs A.S. and W.S. are minor children living in Trumbull, Connecticut. They bring this lawsuit individually and through their parents and next friends, Mr. and Mrs. W.S., who are referred to collectively as the “Parents.” A.S. and W.S. allege that Defendant Trumbull Board of Education (“the Board”) denied each of them a free and appropriate public education by refusing to fund the cost of placing the children in a private school for the 2003-2004 school year.
