After a jury trial in the United States District Court for the Southern District of New York, Inzer B. Wyatt, Judge, Martin Roemer was found guilty of violating 18 U.S.C. § 371 1 as a party to a conspiracy to defraud the United States. He challenges his conviction primarily on the ground that his trial was not begun within the time limits established by Rule 6 of the Southern Distict’s Plan for Achieving Prompt Disposition of Criminal Cases. He also claims that reversal is required to vindicate his constitutional right to a speedy trial under the Sixth Amendment…
