This matter comes before the court upon the plaintiffs motion to enforce the court’s judgment of June 15, 1998 (“the judgment”). Issued by the late Judge Harold L. Greene, the judgment in question, Heartland Hospital v. Shalala, No. 95-951, slip op. (D.D.C.
