L INTRODUCTION

This matter comes before the court on the parties’ cross-motions for summary judgment. The plaintiff, Heartland Regional Medical Center (Heartland), requests that the court reverse and remand the Department of Health and Human Services’ (HHS) decision that prevented Heartland from obtaining Medicare reimbursements from 1992 through 1999.
