Plaintiff, Richard M. Daley, mayor and local liquor control commissioner of the City of Chicago, appeals from an order of the circuit court denying plaintiffs motion to review the sanction imposed upon defendants, Ms. Eva’s Grocery/Deli, and George Person, president and owner of Ms. Eva’s Grocery/Deli, on the grounds that the circuit court lacked jurisdiction.
