CAMPBELL, Justice.

This Court’s opinion of February 1, 1984, is withdrawn on motion for rehearing and the following opinion is substituted therefor.

This is an appeal from an order of the Texas State Board of Dental Examiners revoking the license of John Cameron Crank, D.D.S. The order was appealed by Crank to the district court which found the Board’s order had reasonable support in substantial evidence and rendered judgment affirming the Board’s order.
