This case is before the Court on the parties’ cross-motions for summary judgment pursuant to Federal Rule of Civil Procedure 56. Plaintiffs, Medicare-certified skilled nursing facilities (“SNFs”) owned and/or operated by Extendicare Health Services, Inc.
